What is IHSS?

The Department of Developmental Services (DDS) and Alta California Regional Center require S.T.E.P. to utilize "Generic Resources" to supplement funding for STEP's Services.

One of those resources is a county, state and federally funded program called In Home Support Services (IHSS). Were it not for IHSS "Generic Resources" there would not be Supported Living or STEP

The In Home Supportive Services Program (IHSS) provides individuals that are blind, disabled or over the age of 65 with personal assistance and support in their homes in order for them to live safely, productive and as independent as possible.

Services provided range from assistance with household domestic chores to personal care such as dressing, bathing and paramedical. The program is often seen as an alternative to assisted living or nursing facilities.

If an individual meets the financial and medical eligibility criteria, a county social worker will conduct a “needs assessment” in home meeting to determine the type of assistance that individual requires and the number of hours that will be paid for by IHSS.

IHSS Recipients may qualify for up to 283 hours of service per month.  These service hours are then assigned to the Providers (staff) based on the amount of hours work with the Recipient. These assigned hours are then paid to the Provider at that counties current IHSS rate.

What are my responsibilities as an employee?

lf a person supported by STEP has IHSS hours the employee will be assigned monthly IHSS hours based on the scheduled hours they work with that person.

Employees are contacted by the STEP office and SLS Coordinator to come to the STEP office to fill out “IHSS Enrollment Forms” for these hours. Not coming in or delaying to come in will only jeopardize that employee getting paid on time from IHSS.

Employee arrives at STEP office to complete required paperwork and is then responsible to drop off the original completed IHSS Enrollment Forms to the IHSS office (address will be given).

Once forms are received at IHSS office from employee IHSS has 10-15 days to send initial IHSS timesheets (1st timesheets)

If Enrollment From is submitted incomplete, illegible or incorrect it will not processed and will delay this process. 

If an employee changes their address they are responsible to notify STEP and IHSS.

Employees will receive a separate timesheet and separate paycheck from IHSS for all or part of the hours worked per pay period.

It is the employees’ responsibility to turn in all IHSS forms and timesheets to IHSS once they have been verified and signed via mail or hand delivery.

Does IHSS pay sick, vacation or holiday pay to employees?

At this time IHSS does not offer any of these benefits, however if a STEP employee meets the STEP full time employment status (32 hours per week/ 64 per pay period) STEP employees are eligible for these benefits as described in STEP employee handbook.

What is the payroll process for IHSS?

PA’s are required to submit IHSS timesheet with STEP timesheet every pay period (1-15th and 16th-end of month) to be verified and signed by the Community Resource Manager (CRM).  Once CRM receives the STEP timesheets hours can be verified and IHSS timesheets will be signed, and corrected if needed. All IHSS timesheets left with the CRM will be mailed out at end of that day.

Once IHSS timesheets are received at IHSS office, IHSS payroll process takes 10 business days for processing and mailing of IHSS paycheck to employee.
Reminder there may delays caused by Holiday office closures and Holiday mail delays.

If an employee has a problem with their IHSS they must call IHSS first. 

If an employee does not allow the 10 business days and calls before the 10 days are up they may get inaccurate information or may be disappointed.
